The use of the term “national security” dates back to World War II, when a movement emerged seeking to achieve security and stability without resorting to war. This led to the rise of theories of deterrence and balance of power, culminating in the establishment of the US National Security Council in 1974.

Since then, the concept of security has been used at various levels, depending on the nature of local, regional, and international circumstances. We in the Arab world are one nation living within the realities of political fragmentation, with each state having its own social system and foreign policy. This fragmentation has diminished the Arabs’ ability to respond to or halt attacks against their interests and aspirations, as their confidence in their capacity to resolve local conflicts and tensions has waned.
