Diplomacy is one of the most effective means of resolving and managing international conflicts. It is employed effectively through the main official state institutions. The awareness of the effectiveness of diplomacy began in the 17th and 18th centuries, and although it is as old as history itself, its most prominent manifestations were known through the protocol relations between kings and rulers.
Advances in communications and transportation have enabled states to connect with populations beyond their borders, thus giving rise to a new type of diplomacy previously unknown: public diplomacy. This constitutes a prominent feature of modern diplomacy, surpassing traditional diplomacy in its tasks, methods, and approaches. It also transcends embassies and foreign governments to directly address and influence targeted populations. Public diplomacy engages with foreign populations through various channels, such as print media, radio and television broadcasts, social media, and people-to-people exchange programs. Its aim is to enhance and manage the reputation and image of the state practicing public diplomacy, thereby fostering public acceptance of its interests and objectives. Furthermore, it seeks to achieve economic gains by polishing the state’s image and making it more attractive to others.
